Canada’s 2025 Home Care Worker Immigration Pilots Now Open
Canada’s Home Care Worker Immigration Pilots (HCWP) are officially accepting applications as of 10 a.m. EDT on March 31, 2025. The program, managed by Immigration, Refugees and Citizenship Canada (IRCC), provides a direct pathway to permanent residence (PR) for foreign nationals working—or intending to work—in the home care sector.

Two Pilot Streams with Limited Spots
In 2025, IRCC will accept:
- 2,750 applications under the Child Care Provider stream
- 2,750 applications under the Home Support Worker stream
Within each stream, 140 spots are reserved for out-of-status or unauthorized workers already in Canada.
Only the Workers in Canada stream is open at this time. Applications for those not currently working in Canada will be accepted at a later date.
How to Apply to the HCWP
1. Prepare Documents in Advance
Due to application caps, timing is critical. IRCC will stop accepting applications once the annual quota is filled.

Make sure you have:
- Identity documents
- Work permits or authorization documents
- A job offer
- Proof of training or experience
- Other supporting paperwork listed in IRCC’s checklists
2. Access the PR Portal
All applications must be submitted online through the Permanent Residence (PR) Portal.
Applicants requiring accessibility support (e.g., paper, braille, or large print) can request an alternate format directly from IRCC.
3. Choose the Correct Stream
In the PR Portal:

- Select “Economic” under program type
- Choose the appropriate pilot and sub-category based on your situation:
For valid work authorization in Canada:
- HCWIP: Child Care → Workers in Canada
- HCWIP: Home Support → Workers in Canada
For out-of-status/unauthorized workers:
- HCWIP: Child Care → Workers in Canada – Public Policy
- HCWIP: Home Support → Workers in Canada – Public Policy
4. Upload Required Forms and Documents
Use the PR Portal to upload:
- IMM 0008 – Generic Application
- IMM 5669 – Background/Declaration
- IMM 5562 – Travel History
- IMM 5406 – Family Information
- IMM 5476 – Use of a Representative (if applicable)
All forms must be complete. Write “Not Applicable” in sections that don’t apply to you. Missing information or signatures may result in application rejection.
For documents without a designated upload section, select the “Other” category.
5. What to Do If a Document Is Missing
If you cannot provide a required document:
- Upload a written explanation
- Include supporting evidence that explains why it’s missing
IRCC may still return incomplete applications, even with an explanation.
6. Pay and Upload Your Fees
Application fees start at $1,525, covering:
- Processing
- Right of Permanent Residence
- Biometrics
Upload the PDF receipt as part of your application. You will also receive a copy by email.
7. Final Review and Submission
Before hitting submit:
- Double-check that all forms are completed and signed
- Ensure all required documents are uploaded
- Include the payment receipt
If your application is returned as incomplete and the cap has not been met, you may resubmit using the same fee receipt—as long as you haven’t requested a refund or used the payment elsewhere.
After submission, you’ll receive confirmation via email.
After You Apply
Post-submission, IRCC may request:
- Additional documents from your employer
- Completion of biometrics
- A medical exam
Applicants should also monitor their PR portal for updates and keep their personal details up to date.
