Canada to Launch New Permanent Residency Route in 2025

In a significant move aimed at bolstering Canada’s economic immigration framework, Canada will introduce a new permanent residency route in 2025. This program will target skilled refugees and displaced individuals, offering them a stable route to live and work in the country. The announcement follows the success of the Economic Mobility Pathways Pilot (EMPP), which has already helped nearly 970 individuals settle in Canada since its launch in 2018.

The new program, expected to launch before the expiration of the EMPP on December 31, 2025, will continue to build on the existing structure of economic immigration policies. However, specific details regarding eligibility criteria and program structure are still awaited.

What Is the Economic Mobility Pathways Pilot (EMPP)?

The EMPP connects skilled refugees and displaced persons with Canadian employers, addressing both humanitarian concerns and labor market gaps. This initiative provides both federal and regional pathways, offering opportunities for employment and settlement across Canada. Under the regional pathway, applicants work through the Atlantic Immigration Program (AIP) or Provincial Nominee Program (PNP), while the federal stream includes job offer and no-job offer options.

The Transition from Pilot to Permanent Program

The EMPP has been a successful pilot project, and its transition into a permanent immigration program marks a critical step in Canada’s strategy to address labor shortages while upholding its humanitarian commitments. The new permanent pathway will likely build on the EMPP’s achievements, continuing to support the settlement of skilled refugees in Canada, with a focus on those who can contribute to the economy.

Other Key Immigration Initiatives Under the IRCC’s 2025-2026 Plan

Alongside the permanent residency pathway, Canada is also introducing other immigration measures under the IRCC’s 2025-2026 plan. These include a new foreign labor stream and adjustments to post-graduation work permits (PGWPs), benefiting international students looking to stay in Canada after their studies. The IRCC is also working to revise spousal open work permits (SOWPs) to make them more accessible for spouses of foreign workers and international students.

In terms of Express Entry, Canada is prioritizing permanent residency for healthcare workers, trades workers, education workers, and French speakers. Additionally, temporary residents already in Canada, such as international workers and students, will be given priority for PR admissions.

The Impact of Immigration on Canada’s Economy

This new immigration pathway comes amid strong demand for skilled workers, especially in the tech and healthcare sectors. In particular, Indians have been a significant source of temporary residents in Canada, with 382,055 of the 834,010 approved applications in early 2025 coming from India.
