10 Tallest Skyscrapers Planned for Toronto
The city skyline could look very different in the years ahead, with some of the tallest skyscrapers planned for Toronto potentially adding hundreds of metres of new height to the city. Several major projects could reshape the skyline, from the Financial District to Yonge-Bloor and the waterfront.
Some proposals have already moved through the planning process, while others have stalled as developers wait for better market conditions. Still, these projects could seriously change Toronto’s skyline if they move forward.
Here are 10 of the tallest skyscrapers planned for Toronto right now.
1. 23 Toronto Street
Proposed height: 299 metres | 91 storeys
A 91-storey tower could soon rise at 23 Toronto Street. The project would add 840 homes, more than 4,000 square metres of office space and over 3,500 square metres of retail.
The design also keeps the site’s heritage buildings. The new tower would rise from a base that incorporates those existing structures.
2. Sugar Wharf Condos – Phase 2
Proposed height: Nearly 284 metres | 85 storeys
Sugar Wharf could grow even taller with its next phase. The proposal calls for three towers of 85, 78 and 70 storeys, with the tallest reaching almost 284 metres.
Its waterfront location would also give the project a major presence from Lake Ontario and the Toronto Islands.
3. Union Park
Proposed height: More than 303 metres | 71 storeys
Union Park would bring four towers to Front Street West and Blue Jays Way. The tallest would reach more than 303 metres across 71 storeys.
The wider project would combine office and rental space. Its location would also put it right in the middle of Toronto’s rapidly changing downtown skyline.
4. Chelsea Green Tower 1
Proposed height: More than 297 metres | 90 storeys
The Chelsea Hotel site could eventually make room for two huge residential towers. The first would reach 90 storeys and rise more than 297 metres.
The redevelopment has been in the works since 2015. However, the project has seen limited movement in recent years.
5. College Park
Proposed height: More than 344 metres | 96 storeys
College Park could get a serious height boost. A revised proposal calls for three towers measuring 65, 75 and 96 storeys.
The tallest would reach more than 344 metres. That puts its upper floors around the same level as the CN Tower’s observation pod.
6. 191 Bay Street
Proposed height: More than 374 metres | Office tower
191 Bay Street could become one of Toronto’s biggest skyscrapers. The proposed office tower at Commerce Court would reach more than 374 metres when you count its spire.
Without the spire, the tower would reach 297 metres. The project could claim the title of Canada’s tallest building if developers eventually build it as currently approved.
7. 19 Bloor Street West
Proposed height: More than 319 metres | 99 storeys
The Yonge-Bloor area could get another super-tall addition with a 99-storey tower at 19 Bloor Street West.
The latest plans push the height just above 319 metres. Developers resubmitted the proposal in late 2025 after the City previously marked the file inactive.
8. Union Centre
Proposed height: 298 metres | 54 storeys
Union Centre would bring a 54-storey office tower to 171 Front Street West. The design from Bjarke Ingels Group would reach 298 metres.
The project has not seen much movement since 2022. If developers revive the proposal, the tower would still rank among Toronto’s tallest.
9. Pinnacle One Yonge – South
Proposed height: 296 metres | 85 storeys
The area around 1 Yonge Street could eventually add two more towers. The taller one would rise 85 storeys and reach 296 metres.
For now, though, the project faces a delay. The existing Toronto Star building could become a temporary hotel, which puts the tower plans on the back burner.
10. Chelsea Green Tower 2
Proposed height: 290.5 metres | 89 storeys
The second Chelsea Green tower would reach 89 storeys and stand about 290.5 metres tall.
It forms part of the same redevelopment as Chelsea Green Tower 1 located at Yonge St. and Gerrard St. W. Planning activity around the larger project has remained quiet since 2023, so this one may take some time to move ahead.
Toronto’s Skyline Could Get Much Taller
Toronto already has plenty of height, but these projects could take the skyline to another level. The proposals stretch across some of the city’s busiest areas, including the Financial District, Yonge-Bloor, the Entertainment District and the waterfront.
Of course, a proposal does not guarantee a new skyscraper. Developers can change plans, delay construction or scrap a project altogether. For now, these towers offer a look at what Toronto could look like in the future.
