Ontario Takes Control of Four School Boards Amid Financial Mismanagement
Ontario’s Education Minister, Paul Calandra, announced Friday that the provincial government will take control of four school boards. This includes the Toronto District School Board (TDSB) and the Toronto Catholic District School Board (TCDSB) due to ongoing financial mismanagement.

Calandra’s move follows several investigations that uncovered serious financial issues within the boards, including rising deficits, misspending, and depleting reserves. The Ottawa-Carleton District School Board (OCDSB) and Dufferin-Peel Catholic School Board (DPCDSB), along with the TDSB and TCDSB, are also affected by these changes.
The financial oversight will involve appointing supervisors tasked with addressing the deficits, improving efficiency, and ensuring tax dollars are spent responsibly.
What Led to the Government’s Decision?
The decision follows growing financial issues at these boards. They have struggled to balance budgets, manage spending, and maintain fiscal sustainability. According to the Ministry of Education, the TDSB rejected 46% of proposed cost-savings. It also relies heavily on unsustainable asset sales to balance its books.Meanwhile, the TCDSB has tripled its deficit and is now at risk of default in the near future.
The OCDSB, which has completely depleted its reserves, has been using proceeds from asset sales to balance its books. Similarly, the DPCDSB is facing a financial default risk by August 31, 2025.

The newly appointed supervisors will have broad powers to manage finances and operations. Their role is to ensure the boards are held accountable for spending while keeping student success as a top priority. The supervisors will work closely with the Ministry of Education to create a plan that stabilizes the financial situation of these boards.
“We’re strengthening oversight and accountability so that parents can trust every dollar is spent responsibly to directly benefit students,” said Paul Calandra. He emphasized that the decision was made to restore focus on the primary mission of schools—student success.

The affected school boards have expressed their concerns over the government’s intervention. The TDSB, which has been under scrutiny for months, accepted the appointment of Rohit Gupta as the new supervisor. In a letter to parents, the board assured that the focus would remain on supporting students.

The Peel District School Board has also faced financial scrutiny after a $40,000 staff retreat in Toronto. In London, the Thames Valley District School Board appointed a supervisor following allegations of misspending, including $100,000 on a trip to Italy by trustees.
