TTC Plans Extensive Subway Closures for 2025: What Riders Need to Know

Toronto’s transit riders can expect more frequent streetcar and subway closures in 2025. The Toronto Transit Commission (TTC) recently outlined its plans for closures in a report to the TTC Board. These changes aim to modernize the system and address aging infrastructure, but they will increase disruptions for passengers.

Key Highlights of the 2025 Closure Plan

  • Weekend Closures: Line 1 will experience 16.5 weekend closures, and Line 2 will have 22 weekend closures.
  • Early Closures: Line 1 will face 114 early closures, while Line 2 will see 103.
  • Streetcar Network: 24 full diversions, 77 nightly diversions, and five capital projects are planned.

These closures represent a 54% rise in full weekend subway closures and a 30% increase in early closures compared to 2024.

Why the Closures Are Necessary

The TTC says full weekend closures offer 50 uninterrupted hours of work. This allows multiple teams to complete essential repairs and upgrades efficiently. By contrast, nightly work windows provide just 92 minutes for complex tasks after accounting for setup and teardown time.

“Closures are vital for keeping the system safe, reliable, and modern,” TTC staff noted in their report. The planned work includes:

  • Infrastructure Modernization: Updates to aging tracks and signals.
  • Expansion Projects: Preparations for the Scarborough Subway Extension and Ontario Line.
  • 5G Network Installation: Enhancements to subway cell service, primarily on Line 2.

Impact on Riders

The TTC will replace subway and streetcar service with shuttle buses where possible. However, these buses cannot match the carrying capacity of trains, creating challenges for passengers, especially families, seniors, and individuals with disabilities.

In 2024, closures led to increased reliance on shuttle services and extended commute times. Despite efforts to minimize inconvenience, these impacts will persist in 2025.

Rising Costs of Closures

Subway closures are also expensive. The TTC estimates that early closures cost $35,000 per evening, while weekend closures cost $250,000 per day.

Toronto is preparing to host FIFA 2026, which adds urgency to these upgrades. The TTC aims to complete critical projects before the event, ensuring a better transit experience for residents and visitors.
